The 15-Minute City Revisited: Lessons for Lagos

Paris proved the 15-minute city concept could reshape urban life. Now cities from Bogotá to Nairobi are trying — with mixed results. What Lagos can learn from a decade of experiments in proximity-based urban planning.

Paris proved the theory — then complicated it
When Paris Mayor Anne Hidalgo committed in 2020 to transforming the French capital into a ville du quart d'heure — a city where every essential need could be met within a 15-minute walk or cycle — it was widely reported as either a visionary urban experiment or a utopian fantasy, depending on the newspaper. Five years on, the results are complicated enough to be genuinely instructive.
The experiment worked where it worked: in arrondissements that already had the physical density and mixed-use character to support neighbourhood-level services. In areas built around the car and the commute, it worked less well, because proximity is necessary but not sufficient. You can redesign the street and expand the bike lane, but if the bakery, the school, and the GP are not already within range, 15 minutes of walking will not get you there.
This distinction — between the 15-minute city as an aspiration and as a prescription for how to get there — is the lesson that most cities adapting the concept have been slow to learn. The idea is valuable. The implementation is hard. And for a city like Lagos, where the gap between aspiration and urban reality is measured not in planning cycles but in decades, the complications of the Paris experiment carry both a warning and a set of unusually transferable lessons.

What the 15-minute city actually proposes
The concept, developed by urban theorist Carlos Moreno at the Sorbonne, is deceptively simple: every resident should be able to reach the six essential urban functions — work, commerce, healthcare, education, recreation, and access to green space — within 15 minutes on foot or by bicycle from their home. The goal is not merely convenience but a fundamental restructuring of the relationship between urban form and daily life.
The model challenges the logic of the 20th-century city, which separated functions — residential zones here, commercial zones there, industrial zones further out — and relied on mass motorization to connect them. The 15-minute city proposes instead a return to the mixed-use, fine-grained urban fabric of pre-industrial cities, updated with contemporary infrastructure, environmental thinking, and digital connectivity.
The practical implications for urban design and architecture are significant. Buildings need to be mixed-use: ground floors given over to commercial and service functions, upper floors to residential and office. Streets need to prioritize pedestrians and cyclists over cars. Public space needs to be genuinely public — accessible, comfortable, and well-maintained, not just a residual leftover between roads. And perhaps most importantly, the planning and zoning systems that have enforced separation of uses for decades need to be reformed.

Where the concept has worked, and where it has struggled
Beyond Paris, cities from Melbourne to Barcelona, from Bogotá to Copenhagen, have adopted versions of the 15-minute city as planning policy. The pattern of success and failure is consistent. The concept works best in cities that already have the physical preconditions: high density, mixed use, a street network that supports walking, and existing neighbourhood-level services. It works least well in cities built around low-density sprawl and car dependency, where the urban fabric itself would need to be rebuilt before the 15-minute logic can apply.
Bogotá's ciclovía — the regular closure of major roads to cars, opening them to pedestrians and cyclists — is often cited as a successful 15-minute-adjacent intervention. But Bogotá also has deep structural inequalities in its urban form: the wealthy live in 15-minute neighbourhoods already; the poor commute for two hours each way from informal settlements on the periphery. The 15-minute city, applied without attention to equity, risks improving conditions for those already well-served while doing nothing for those who need it most.
Melbourne's 20-minute neighbourhood policy — a slight variation that acknowledges Australian cities' lower density — has been more successful in generating a planning framework that developers and councils can actually implement. The key difference is that it was tied to specific zoning changes, infrastructure investment, and developer requirements, rather than being merely an aspirational statement.
The Lagos version of this problem is different in kind
Lagos does not have a low-density sprawl problem in the conventional sense. Parts of the city — the Island, Victoria Island, Lekki Phase 1 — are extraordinarily dense, with intense mixed-use activity already embedded at the street level. The problem in Lagos is not the absence of proximity but the failure of infrastructure to support what proximity could enable.
The typical Lagosian does not commute long distances because the services they need are far away. They commute long distances — often two to four hours each day — because the roads are congested, the alternative modes of transport are inadequate or absent, and the economic opportunities concentrated in certain parts of the city have not been replicated at neighbourhood level. The 15-minute city logic, applied to Lagos, would need to address not just land use patterns but traffic, road infrastructure, mass transit, and the spatial distribution of economic activity.
There is also the question of informality. A significant portion of Lagos's commercial and service activity happens in the informal economy, in markets, roadside kiosks, mobile vendors, and unlicensed workshops that are not captured in any planning document but are, for many residents, the actual providers of the services the 15-minute city promises. Any serious application of 15-minute city principles in Lagos would need to work with this informal layer rather than against it.

What architects and developers can do right now
Urban planning operates at a timescale that individual buildings cannot wait for. But architects and developers working in Lagos today can apply 15-minute city logic at the scale of the project, even in the absence of the city-wide policy framework that would make it fully effective.
The most impactful decisions are the simplest: designing ground floors for activation, not servicing. Buildings in Lagos too often face the street with blank walls, service entrances, or locked gates — maximizing security at the cost of street life. A building whose ground floor is genuinely open to the public, with commercial or service functions facing the street, contributes to the local 15-minute ecology in a direct and measurable way.
Mixed-use programming is the second lever. Projects that combine residential, office, retail, and communal space within a single development reduce the number of trips their occupants need to make. For commercial developers, this is increasingly a selling point: occupants of mixed-use buildings report lower stress, shorter commutes within the development, and higher satisfaction with their environment. For architecture firms, it requires designing for multiple user types simultaneously — a genuine design challenge with real rewards when handled well.
The third lever is public space. Lagos has very little genuinely public space relative to its population. Projects that give back to the street — through setbacks, through activated frontages, through accessible internal courtyards — make a contribution to the urban ecosystem that extends well beyond the project boundary.
A city designed around people, not cars
The 15-minute city is ultimately a vision of urban life in which the scale of the city is set by the human body rather than by the vehicle. It is a vision that Lagos, in its densest and most vital neighbourhoods, already partially embodies. The question is whether the planning, investment, and design decisions being made today will extend that quality to the parts of the city where it is currently absent, or whether they will entrench the car-dependent, commute-heavy pattern that the 15-minute city is trying to replace.
The Paris experiment did not produce a perfect 15-minute city. But it changed the conversation about what a city is for, and it gave planners, architects, and developers a framework for making better decisions at every scale. That conversation is worth having in Lagos — urgently, because the city is still being built, and the decisions being made now about land use, density, and street design will shape how Lagosians live for the next fifty years.
The 15-minute city is not a utopia. It is a direction. And in a city growing as fast as Lagos, having a clear direction matters enormously.
